Tests used to select preschool children or place them in ability-based classes have been prohibited since October 1. The rules distinguish those assessments from permitted observation and interviews after enrolment.
Look at the purpose of the assessment
The Education Ministry’s notice covers written, oral, practical and interview tests for admission or placement, as well as assessments that rank a child’s particular ability. Before an assessment, ask whether the result will determine admission or class assignment.
A limited exception after enrolment
Observation or interview-based diagnosis after enrolment or the start of private tutoring is permitted with a guardian’s prior consent. Ask the local education office about individual cases. We have replaced the earlier card’s relative wording, “from today,” with the actual effective date, October 1.
