AI data-center expansion is colliding with local power, water and siting concerns

As AI data-center investment grows, local acceptance has become a major project risk. Seoul’s Geumcheon District is pushing a process that requires majority consent from residents within 200 meters of a planned site and a three-stage review.

Geumcheon’s three-stage review

Under the district’s framework, resident consent within 200 meters is checked first, followed by expert review, a conflict-mediation council and building-committee consultation.

The approach treats data-center siting as a matter of community conflict management, not only a construction permit.

Delays overseas

A report cited by Newsis estimates that about USD 42 billion in European data-center investment plans have been delayed or cancelled amid local opposition.

Balancing power, water and land-use burdens against local benefits is becoming part of building out AI infrastructure.
