KHNP Ends Dukovany Construction Talks With Daewoo E&C and Doosan, Will Seek a New Builder

Korea Hydro & Nuclear Power said on Oct. 29 it is ending construction-contract talks for the Czech Dukovany nuclear project with the Daewoo E&C–Doosan Enerbility consortium. The two sides could not agree on key terms.

From working level to executives, still no deal

KHNP said working-level talks, a dispute-resolution committee and executive talks all failed to produce an agreement. Daewoo E&C and Doosan Enerbility did not give their own account in the announcement.

A new builder will be picked by bid

KHNP has started terminating the joint cooperation agreement with the existing builder and is preparing a bid for a new contractor. Until then it will carry out essential tasks itself.

It says the main contract with the Czech client will be protected and the original schedule kept.

The missing piece of a 25 trillion won project

Dukovany is two 1,000 MW-class APR1000 units worth about 407 billion Czech koruna, roughly 25 trillion won. KHNP signed the main contract with the Czech client EDU II in June 2025.

Design, reactor equipment and turbine contracts are signed; fuel and commissioning are targeted for 2027. Construction is now the big open item.

A reported cost-cut demand

EBN reported on the 28th, citing industry sources, that KHNP asked for costs more than 10% below the original bid, over 1 trillion won, and that Daewoo found it hard to accept. KHNP has not disclosed its basis, and the figure is unconfirmed.
